my girlfriend and I live together. My sister lives across the street with my 10 year old neece and 8 yr old nephew. And my girlfriends parents live next door to us.
My girlfriends brother(';Alex';) is the crazy neighbour, He does not live there(stays the night at his GF's house) But he spends everyday all day at his parents house. he is 21 and has major drug issues.
It all started about 10 months ago, he would text me and threaten to ';wipe'; me and my family of the face of the planet. I reported that incedent to the police and they warned him not to contact me again on my cellphone. About 2 months after that him, And his mom (';Ruby';) went out to celebrate his 21st b-day and she had a little to much to drink. When she got home she started yelling profane things at my sister, My sister went inside her house and ignored it. A few minutes later my sister hears a loud ';thud'; on her front door so she opens it to see ';Ruby'; walking off of her porch and heading back to her house, My sister asked ( not to politly ) her why she hit her door, All ';Ruby';
had to say was about every word in the book but 'hi'. My sister called the cops right after and they came out and took a report. they did not charge her with anything and told us they informed her to stay away from the house. The next incedent was when my 10 yr old niece was coming home from the school bus stop and ';alex'; drove by in his car and flipped her off and called her a *****.
She came to my house in tears so i decide to go have a word with him. I waited at the end of his parents drive way for him to come out side, I then asked why he would say and do those things to my neice. all he had to say was that he wanted me to step foot on his property so he could kick my ***. I told him There was no way i was gonna do that, And go to jail for not only assault but trespassing. I told him to meet me out in the street, He refused and walked back inside, It took every bone in my body not to step on to the drive way and knock him upside is head.
After he went back inside I went and called the cops again, They came out and talked to him but he refused that he said those thing to my niece, The cop told me that he did not break any laws because he was in his car driving on a public road.
Then after a few months of no problems, He walks donw the streat passed my sisters and flips all the neighbourhood kids off, including my nephew and niece. I think he was walking to a friends house, but not 100% sure, he had no reason to flip off a bunch of little kids.
This time my sister calls the cop, and it was like deja vu, They said they can't do anything about someone flipping another person off. my sister asked the police if it was considered harrasment and they said no, The op even said if someone flipped him off while on duty there is nothing he can do about it.
I don't see how it is leagal to go around flipping off people let alone little kids.
another thing I want to add, I live in a small town in Oregon, There are only about 5 active police and they all grew up here. To make it even worse, ';alex's'; dad has grown up here also and has been friends with the cops since high school, Is it just me or could this all be a little Biased?
I guess its a little sad that i can't count on my local PD to give me a straight answer as to what 'Harrasment' really is, but instead I have to go online and ask for it on yahoo.
So if anyone has any ideas about what I can do legally I would be very thankfull.
I am not the kind of person to bite my lip when someone insults my family, And I know if it happens again I will be the one going to jail.

Have you tried contacting the local prosecutor? I'm not sure how things work in Oregon, but in my state if I want to file charges on someone I can contact either the police department or the prosecutor's office. Good luck.How should I deal with a crazy next-door neighbour?
dunno how it wrk where ur to, i had a simular prop a few mnths ago at my partener's house with the people tht live next door. and when he kicked off for no reason i let him throw the first punch, then laid him out, dunno what else to say in english law it was self defence
